Tray Abney is a partner in Abney Tauchen Group, a government and community affairs consulting firm. He served as the Director of Government Relations for The Reno+Sparks Chamber of Commerce for over ten years. He is still responsible for ensuring that the largest broad-based business organization in Northern Nevada has a voice at all levels of government, including city, county, state, and federal. Tray has experienced six Nevada State Legislative Sessions (so far) and has been a key voice on business and taxation/government spending and efficiency issues in Carson City. He has successfully helped steer critical bills to signature (and veto) and maintains great relationships with elected officials from throughout Nevada and on both sides of the political aisle.
Prior to joining the Chamber, Tray served as Legislative Director for Nevada Governor Jim Gibbons and spent four years working for Gibbons, including as a senior staff member in his Washington, DC congressional office. During the 2007 Nevada Legislative Session, Tray was responsible for ensuring that the Governor’s agenda was approved by the Legislature and served as the Governor’s lobbyist in the legislative building.
Tray graduated summa cum laude from Missouri State University in 2003, with a Bachelor of Science Degree in Political Science, with minors in Sociology and Public Administration. Tray received his Master of Arts Degree in Political Management from the Graduate School of Political Management at the George Washington University in Washington, DC in 2005.
Tray currently serves as the Vice-Chair of the Reno Civil Service Commission and the Truckee River Flood Control Project Needs Committee. He also serves on the Board of Directors of Jobs for America’s Graduates-Nevada and Bristlecone Family Resources.
Katie’s practice focuses on administrative and regulatory matters before state and local agencies. In particular, she advocates for clients in the areas of gaming, sweepstakes and promotional contests, privileged business licenses, financial institutions, and public utilities.
By assisting companies with navigating their license, permit, and other regulatory obligations, she helps clients maintain focus on growing and developing their business. Katie’s gaming law experience has included producing firm reference guides which provide state-by-state analyses of wagering transactions, lotteries, gaming devices, sweepstakes, and charitable gaming laws.
Katie enjoys the process of learning and understanding the intricacies of her clients’ innovations. Many of her clients are in the gaming or game-design industries, and they rely on her to adapt their games to satisfy both players and comply with laws and regulations.
Wes McQuillen is a Virginian by birth and a new Nevadan by choice. He’s the current Director of Marketing for Sierra Well and also does independent marketing consulting for local clients like Redwood Rotisserie and Sierra Ketamine Clinics.
In the past, he’s done marketing and PR for higher education, the non-profit sector, hospitality, and the arts, as well as freelance photojournalism and volunteering his services for free community clinics, transgender advocacy and health, and fair housing watchdog organizations.

Tim Nelson graduated from the University of Nevada, Reno in 1992 with an emphasis in both accounting and computer information systems. After getting his CPA certificate, he went on to obtain advanced certifications in business valuation (CVA) and fraud/forensic accounting (CFE).
Tim Nelson wore many hats before deciding to serve the northern Nevada community. He has served as the CEO, CFO, President, and/or other executive positions for several enterprises. He worked at a casino gaming establishment with full-service gaming facilities. He has worked for a high-tech NASDAQ company which had operations in 15 states, Paris and Hong Kong. He worked as an executive for a division of Dole, a multinational fruit company. Later, he ran an insurance and financial services conglomerate that included a service and loan operation, two insurance companies, and two insurance brokerages. He has also worked as an executive-in-residence for a San Francisco-based private equity company.
After his various adventures, he returned to northern Nevada to run his management consultant company and begin a CPA company. As the owner and manager of Evans, Nelson & Company, CPA’s, Tim specializes in IRS representation, personal and small business tax preparation, and small business financial consulting.
Beginning with the state of Nevada’s expansion of the legalization of medical cannabis in 2013, Evans, Nelson and Company began receiving requests from clients to assist them in preparing applications, qualifying as operators or investors, or just in gaining general knowledge about the risks and benefits of the industry. Tim immediately went into “education mode” and did everything he could to better understanding the needs of investors and operators in the industry.
Evans, Nelson and Company now has multiple clients operating in the industry and as many more who have invested in the industry. We feel we are as educated as one can be in this arena as it relates to taxes, accounting and banking aspects, and have even received referrals from other CPAs who lack the skill or desire to service this industry.
Cary Richardson is a partner in Miles Construction, a diversified northern Nevada general contractor. He is responsible for all project management, estimating and business operations and has been instrumental in the company’s more than seven-fold growth since he joined the Miles team in 2003.
Cary’s vision and leadership are driving forces behind Miles’ niche expertise in the design and construction of cannabis facilities, including both indoor and greenhouse cultivation facilities, production operations and dispensaries. Cary’s first-hand knowledge of the specialized mechanical systems and rapidly evolving technology required by cannabis facilities has uniquely positioned Miles Construction as a leader in this emerging field.
Under Cary’s guidance, Miles Construction has completed nearly $25 million in cannabis projects with another $45 million worth of projects in either the design or permitting phase. Recently completed projects include IRise dispensaries, SRENE cultivation and production, and most recently MedMen Mustang cultivation and production, the most advanced facility in Nevada.
Cary earned a Bachelor of Science degree in civil engineering from the University of Massachusetts, Amherst. His academic credentials, coupled with his national construction experience, provide him with a broad range of construction knowledge and problem-solving techniques. His ability to assemble and lead a team from project conception through completion, along with his attention to detail and ability to understand the owners’ perspective, provides Miles Construction with an advantage in the commercial construction arena.
Active in the community, Cary is the vice chairman of the Western Nevada College Institutional Advisory Council and is serving his third term on the State of Nevada Environmental Commission. He is also a member of the Northern Nevada Development Authority’s design and construction committee.
Originally from New England, Cary relocated to the Carson Valley in 1999 where he is raising his 16-year-old daughter.
